CNARC Fellowship Report: China’s Arctic Policy and Its Reception by the Arctic States

Fellowship report at CNARC.

During a one-month CNARC fellowship at the Center for Polar and Ocean Studies, Tongji University, Shanghai (April 2025), I conducted fieldwork including 20 semi-structured interviews with Chinese academics and experts and collected Chinese-language literature on the Arctic. The report examines how Chinese Arctic policy discourse seeks a dialectical balance between respecting China’s position as a non-Arctic state and remaining engaged in Arctic affairs, covering science, shipping, governance and Sino-Russian cooperation.
